TITLE 1 – WHAT DOES IT MEAN?
Established by the Elementary and Secondary Education Act of 1965, Title 1 is the largest single federal funding source for education.It is intended to help ensure that all children have the opportunity to obtain a high quality education and reach grade-level proficiency. Title 1 is a federal entitlement program, allocated to states by the U.S. Department of Education, and then distributed to local school districts.
Garfield is a school wide Title School. In school wide Title schools,40% or more of students participate in the National School Lunch Program, receiving free or reduced-price meal service. A school wide Title program is designed with the knowledge that there is a link between poverty and low achievement; therefore, when large numbers of students are disadvantaged, interventions will be more successful when implemented school wide.
At school wide Title schools, Title 1 funds are used to supplement the educational opportunities throughout the entire school, and are not earmarked for certain subgroups of students. Staff paid with Title funds are free to work with all students in the building, because individual students are not identified as Title 1-eligible. The school works together with parents, community, and district resources, to develop its curriculum and instruction to raise the achievement of all students.
At Garfield, Title 1 funds are used for hiring additional teachers, purchasing instructional materials and intervention programs, providing teacher training and professional development for staff, and for community outreach projects, such as our Family Connect Nights and Afterschool Homework Helpers.
To support all students, Garfield maintains continuous collaboration between classroom teachers, Title teachers, and Specialists. Differentiation, focused literacy and math interventions, flexible skills grouping, one-on-one and small group interventions, Reading Recovery, Student Intervention Teams, and continuous progress monitoring are just a few ways we identify, assess, and support all students at Garfield.
